Loudoun County Dog Licenses – Confusing Changes

I tweeted the other day about the new dog license laws being confusing.  I was specifically referring to Loudoun County, Virginia where I live and own dogs.  I conversed with a friend on FaceBook regarding these changes but was sorely absent from Twitter yesterday.  This morning when I launched TweetDeck I found that several people had @replied me and asked about what changes!

Here are the proposed changes to the Loudoun County Dog License procedure / laws:

In the current procedure, dog license renewals come due on January 1 and not later than January 31 of each year. With the recommended changes, the county would issue renewal dog licenses to run concurrently with the rabies vaccination effective period for each individual dog. Also being recommended is a change to allow citizens the option to purchase dog licenses for one, two or three year periods provided that the rabies certificate is valid for the period of time being covered. Additionally, permanent dog tags will be issued one time and be good for the life of the dog. Replacements may be purchased, if needed.

Dog license fees will remain at $10 per year for each dog regardless of spay/neuter status.

If the changes are approved, how will dog license renewals happen in 2009?

1) Renewals for 2009 Dog Licenses will not be sent out in November, as in previous years.

2) License Renewal Notices will be sent to each dog owner one month prior to the expiration month of their current dog license. If the rabies expiration date is:

  • 2009 – Owners must provide a new rabies certificate or indicate they no longer have the dog. They can purchase a 1, 2 or 3 year dog license concurrent with the expiration of the new rabies certificate.
  • 2010 – Owners may purchase a 1 year license that will expire in 2010.
  • 2011 – Owners may purchase a 1 or 2 year license that will expire in 2010 or 2011.
  • 2012 – Owners may purchase a 1, 2 or 3 year license that will expire in 2010, 2011 or 2012.

3) 2008 dog licenses will continue to be valid in 2009 and will expire concurrent with the month and day that the dog’s current rabies certificate expires (unless the rabies certificate expired in 2008). For example, if the rabies certificate expires on 09/12/2010 then the dog’s 2008 tag will be valid until 9/12/2009.

4) Upon receipt of payment of dog license tax, a permanent dog tag will be issued for each dog being licensed.

5) Dog owners who have a current rabies certificate and do not have a current dog license will have to purchase a new dog license. This license will expire in 2009 concurrent with the month and day the rabies vaccination expires.

6) Dog owners who have a current dog license and their rabies certificate expired prior to 2009, must provide a new rabies certificate or indicate that they no longer have the dog. Owners may purchase a 1, 2, or 3 year dog license to coincide with their new rabies certificate expiration date.

What if I am a new resident to Loudoun County?

1) Owners are required to provide a rabies certificate in order to obtain a license.

2) The dog license expiration date will be month and day of the following year concurrent with the rabies certificate expiration date. For example, if an owner purchases a dog license on 5/6/2009 and the dog’s rabies certificate expires on 02/23/2011, the owner will purchase a 1-year dog license for $10.00 that will expire on 2/23/2010.

3) Upon receipt of payment, the owner will be issued a permanent tag

4) In 2010, the owner will receive a monthly dog license renewal notice and may purchase another 1-year license. After renewing their rabies certificate in 2011, the owner will be able to purchase a 1, 2, or 3-year dog licenses.

I am insanely confused about whether or not I need to renew my dogs’ licenses now or wait until some other month.  I will be calling Animal Control today.  Good luck to everyone else in figuring all this out!

Update: Just called Animal Control.  Apparently they’re having problems with their database.  If you had to renew your dog’s rabies vaccine in 2008 then your license renewal is due NOW.  You may not get a reminder in the mail because of this glitch.  You are able to renew for the entire term of your dog’s rabies vaccination (e.g., if your rabies vax is good from 2008-2011 you can pay through 2011.)  For future reference your license tag expires the month and day your rabies vax expires.  For multiple dog households, you’ll not be able to go in and pay for everybody’s tags all at once.  Bummer.

    How about this……dog licenses are crap.

    Just one more thing to get your money. We have a similar law here. Needless to say that my dog isn’t registered. Down here the law is different if you own 3 or more dogs then you have to pay a huge fee because they consider you a “breeder”. I hate this stuff.

    This kind of stuff really gets me going. Next, all dogs will be required to have a SSN when they are born and we’ll have to get paw print cards made so they can be identified.

    • LOL! You crack me up!! Except that they’d have to use their nose to make the print. As it turns out dog noses are as unique as human fingerprints.

      I’m a rule follower. No matter how dumb I think a dog license law is, I’ll always pay the fees, jump through the hoops, and put the bling on my dogs’ collars.
